Situation
You must make sure that the change can be rolled out locally. You will need to prepare local / line managers for the change, to ensure that;

• the intentions of the change can be carried out
  
• they will support the change in their area of responsibility.
  
• there are formal processes in place to keep people informed and to help them participate in the change

Complication
No one individual can successfully implement a change. Local Managers are critical to the success of a change, because they must make the connection between senior/organisation level plans and their local teams
